This is a welcome boost for motorists, many of whom are waiting to refuel. More later the recent rise in diesel and gasoline prices.

Starting since Friday, April 1, 2022, a tax discount of 18 cents per liter of fuel will be applied at service stations in France (Corsica and the DOM-TOM will benefit respectively from a discount of 17 cents and 15 cents for their specific VAT). As a reminder, this measure should last four months.

If it’s about a wide range of fuels – in particular, diesel (including fishing and non-road), gasoline (SP95, SP98-E5, SP95-E10) or even liquefied petroleum gas (LPG) and superethanol -, Instead, This discount will not be effective at all gas stations from April 1.

First empty your stock, then the discount.

To understand how this discount is possible, we must think twice. First of all, the financial compensation of the State goes to the suppliers of oil, that is, to the refineries and importers.

Then, it is up to these suppliers to apply the discount on the fuels sold. This is where it gets stuck: the discount is valid for oil purchased from April 1, but not for oil already storedbought at a “high price” before the implementation of the measure.

Therefore, it will be necessary to wait for the affected service stations to sell their stocks at the old price to fill their deposits and apply the State discount of 18 cents (15 cents without VAT).

“Depending on the seasons, the replacement time can range from one day 15 days “explains to actu.fr Frédéric Plan, General Delegate of the french federation of fuels, fuels and heating (FF3C).

20% of stations initially excluded

For this reason, since Friday, part of the service stations took the risk of not applying the discount – about 2,500, that is, 20% of all service stations located in France.

These include small stations in particular, which therefore put more time to renew your stock.

Gas stations are also worried. remote or located in rural areas“whose sales flow is less important than the larger stations because fewer motorists stop to fill up”, continues Frédéric Plan.

What happens if a gas station does not want to apply the discount of 18 cents?

Beware of sanctions. “As soon as they have received the stored load, the stations are subject to the government decree and a letter of commitment to pass on the discount to the consumer”, warns Frédéric Plan. The controls will also be carried out by the State services. “It will be closely supervised by the DREETS (former DIRECCTE)”, that is, the Regional Directorates of Economy, Employment, Labor and Solidarity.

cash advance

That without counting on another boost from the State for, precisely, these small stations, those that sell less than 50,000 liters of fuel per month. TO cash advance of 3,000 euros that allows them to lower their sales prices as of Friday, even if they have not yet sold their pre-existing stock.

On Tuesday, March 29, 2022, after a meeting with professionals from the sector, the government decided to extend this device at service stations up to 100,000 liters per month. Or an advance of 6,000 euros.

Now, with this adjustment, 98% of gas stations will be able to apply the discount.

In addition, “sales of fuels delivered directly to professional users”, such as farmers, are already experiencing a discount, the FF3C points out in a press release sent to actu.fr. These are mainly deliveries of diesel and non-road diesel, “that is, approximately 25% of the volumes of diesel consumed. »

This leaves 2% of service stations excluded from this bonus. “This is a gray area not yet identified”, admits Frédéric Plan.
